Should Foreign Nations Contribute to Historic Sites?

I'm writing a paper about this topic. I came up with an idea. Foreign Universities visit foreign nations for their historic sites so these nations that have people coming there should contribute. Idk. I need experts about the topic: some saying no, and others saying yes. I've researched for about two hours and I know there are articles about this topic out there, I just can't seem to find them. Can anyone find an article on this subject? I want to see if there's anything about the UN giving money or US to Greece or EU to Greece and Italy for their sites. There's also Egypt.
