Guy friend likes me- THIS IS A PROBLEM!?

So, I am having a Problem with this guy friend. I'm not naming names, but I couldn't find a site where I can get an answer. At my party (Bat Mitzvah) he asked me to be his girlfriend. I said 'Ummm'. And then my friend dragged me away. I think he got the idea. I don't want to hurt his feelings. Recently, at a valentines day dance there was a photo booth and he wanted to take a picture with me. I said no. But I wanna be his friend, but I just don't like him that way, it would be like dating a brother! I'm just growing now into an age where guys gave started liking me and I think he's the second I know of who's liked me that way. I need help, I just want to be friends, no more Han that!
